Emily Cattell

Deputy Director, Analysis and Insight Unit, Department for Environment, Food and Rural Affairs (Defra)

Emily Cattell, job-shared with fellow CSaP Fellow Elizabeth Hurley, in a multi-disciplinary analytical team that supports Defra through the provision of robust and timely analysis as well as providing 'centres of excellence'.

Emily's policymaking roles include behavioural insight, operational research and economic strategy. Furthermore, Emily has developed analytical communities across Defra including guidance for quality assurance and led research for the economic impact cell, a joint policy and analytical emergency cell focusing on the economic impacts on Defra sectors of the pandemic.

Previously, Emily worked for the Department for Education as Head of Early Years, Schools and Special Educational Needs Analysis and Research. Here she built a robust evidence base to support business case development and maintained high methodological standards for the production and presentation of evidence. She also led a team of researchers to build a new set of quality standards for her department.

Emily has a Masters degree in Social Policy and Planning from the London School of Economics. Emily completed her undergraduate degree in French and History from the University of Leeds.
